Cal Compact Landfill Site

Fronting the 405 Freeway in Carson, California, the 157-acre Cal Compact Landfill was once a municipal solid waste and industrial disposal site, active from 1957 to 1965. Over its lifespan, it received approximately six million cubic yards of solid waste and 11 million gallons of industrial liquid waste, leaving behind contamination that rendered the property undevelopable for decades.
The Cal Compact Landfill property is owned by the Carson Reclamation Authority (CRA), a California Joint Powers Authority. In 2017, the CRA selected RE | Solutions (RES) as the environmental and development manager for the property. In this capacity, RES is acting as Owner’s Representative for the CRA, working with the city of Carson, regulatory agencies, and vertical developers to transform the former landfill into an environmentally safe, mixed-use development featuring retail, logistics, multifamily housing, and community-serving open space.


RES has contracted with a major Southern California General Contractor to complete the installation of public infrastructure on the property and prepare the site for vertical development. In a previous phase of work, the team oversaw the installation of foundation structures, including deep pile systems and a structural slab to support vertical construction.
Since 2017, RES has worked closely with the California Department of Toxic Substances Control (DTSC), as well as the South Coast Air Quality Management District, the Los Angeles Regional Water Quality Control Board, and the Los Angeles County Department of Public Health, to ensure the environmental integrity and compliance of site operations, remedial designs, construction, and planned development. Beginning in August 2024, RES assumed direct responsibility for the ongoing operations, maintenance, and monitoring of the site’s engineered systems—including the Groundwater Extraction and Treatment System (GETS) and the Landfill Gas Collection and Control System (GCCS)—ensuring environmental protection and regulatory compliance.


Today, construction is actively underway at Cal Compact. RES is currently managing road and infrastructure improvements along Leonardo Boulevard and Stamps Drive, advancing access and installing utilities to support upcoming vertical development phases. These improvements mark a significant milestone in transforming the former landfill into a model of sustainable reuse and economic revitalization in Carson.
