For nearly sixteen years across multiple states, Richard has managed development projects on environmentally impaired properties, working with RE | Solutions and other real estate development firms. His expertise spans due diligence screening, remedy selection, cost estimating, and insurance underwriting support. Many of these multimillion-dollar projects carried highly visible public profiles and significant risks for investors, lenders, contractors, and consultants. By integrating financial constraints and construction requirements with environmental and regulatory obligations, Richard consistently generated multimillion-dollar cost savings.
In earlier roles, he spent more than eighteen years overseeing the transition of environmentally impacted properties to industrial reuse—often delivering similar large-scale savings. His success is grounded in fundamental management principles: respect for peers across disciplines, proactive mentoring of junior staff, diligent contingency planning, and the flexibility to adapt when unforeseen challenges arise.
Beyond supervising environmental cleanups nationwide, Richard has provided litigation support for CERCLA 104(e) responses, served as an expert witness, and acted as signatory to emergency detonation permits under RCRA, State Brownfields Agreements, hazardous waste treatability exemptions under 40 CFR 261.4(e), and site closures under 40 CFR 265.111-.114. He has also prepared corporate responses to two EPA proposed rulemakings.
Richard has authored or co-authored twenty-nine public presentations and publications, most of which focus on the technical fundamentals that drive effective environmental cleanups.
